real charity or scam?..

I have received this through my email countless times that i would like to share with you.

is it real or just another scam?

can some one from Barclays or AMREF explain this !!!!!!!

read this:
Katine, a village district in rural north-east Uganda, is the site of a three-year project to improve the lives of its 25,000 inhabitants

where is this place in Uganda?

here is the rest of the mail:

Dear Subscriber,

Help us to improve the lives of the 25,000 people of Katine sub-county in rural Uganda, where the Guardian is tracking Amref's three-year development project. Make a donation and Barclays will make a matching contribution. Over 5,500 readers have already done so, and joined the biggest development journalism initiative in the Guardian's history.

Thanks to the help of Guardian readers, real change is happening. 1,308 mosquito nets have been distributed to homes to combat the lethal spread of malaria, eight new boreholes have been drilled and five have been repaired, five schools have been fitted with 10,000 litre rainwater tanks, nine now have hygienic toilet blocks, and over 200 farmers have received training to reduce annual food shortages.
But there is still so much more to do. In Katine, 44% of families still don't have access to safe drinking water, while over 400 farmers need extra training. Katine's primary schools still need 12 more teachers, 43 more classrooms, 1,437 new desks, 2,000 more textbooks and 112 hygienic toilet blocks to meet national standards. These are serious challenges that can be overcome with your help. Check out Saturday's Guardian for more on Katine.
